The Town and Village of Livonia are accepting applications for a full-time position as an Assistant to the Director of Building and Zoning.

Preference will be given to certified code enforcement officials.  Individuals who have experience in building construction, a working knowledge of the day-to-day operations of a building and zoning department, or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job will be considered.

The job entails direct contact with the publictherefore, the applicant must have excellent communication skillsthe ability to organize, prioritize, and maintain multiple tasks and deadlinesand have excellent time management skills.  Applicants must have a strong proficiency with computers and software including: Word, Excel, word processing, database management, spreadsheets, internet research, and other technologies as needed, as well as an aptitude to learn new applications in order to accomplish various tasks.

Note: A three-month probationary period is required before the permanent hiring of a successful candidate.

SENIOR BUILDING INSPECTOR

DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the review and approval of plans and specifications submitted with applications for building permits. The Senior Building Inspector also inspects existing structures and structures under construction to ensure that the work is being done in accordance with approved plans and specification and in compliance with New York State Uniform Fire Prevention and Building Code. The duties of this class are of more complex nature than those of Building Inspector in that a Senior Building Inspector has direct responsibility for the review and approval of commercial and/or residential plans and specifications. Duties are performed under the general direction of the Director of Buildings and Development with considerable latitude permitted for the exercise of independent judgment in carrying out assigned duties. Direct supervision is exercised over Building Inspectors and other subordinate personnel. Does related work as required.

TYPICAL WORK ACTIVITES:   (Illustrative only)

Reviews and approves all commercial and/or residential plans and specifications submitted with permit applications for compliance to building codes and regulations;

Issues building permits;

Issues certificates of occupancy for commercial buildings and/or residential buildings when buildings meet all necessary requirements;

Supervises the work of Building Inspectors and trainees to ensure compliance with standards;

Assists in the conduct of training for Building Inspectors in the department;

Inspects structures under construction or repair for adherence to plans, specifications, codes and ordinances;

Explains the requirements of the State Building Code, the Energy Conservation Code and Town Zoning Ordinances;

Oversees the correction of unsafe conditions and ensures that necessary safeguards are taken during construction;

Orders that unsafe conditions in existing structures be removed and arranges for the issuance of condemnation notices to owner’s hazardous structures;

Investigates complaints and assists in the prosecution of violators of codes and ordinances;

Maintains records and prepares required reports.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern building techniques, materials, and tools; good knowledge of State and local building codes and ordinances; ability to read and understand plans and specifications; ability to supervise the work of others; ability to train others; ability to inspect structures to determine their condition; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:

  1. Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in Engineering or Architectural Technology or a related field AND two (2) years of experience as a building contractor, journey level trades worker, building inspector, or in the design of building construction; or
  2. Graduation from a regionally accredited or New York State registered college or university with an associate degree in Engineering or Architectural Technology AND four (4) years of experience as a building contractor, journey level trades worker, building inspector, or in the design of building construction; or
  3. Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience as a building contractor, journey level trades worker, building inspector, or in the design of building construction.
